MIDDLESBROUGH Council is set to revolutionise Council Tax collections by becoming the UK leader of a new "helping hand" approach.
MIDDLESBROUGH residents with dementia, severe memory loss, a learning disability or a chronic mental illness, are being advised of potential Council Tax reductions, with some having nothing to pay at all.
