Fly-tipper and litter bug hit with court fines

Fly-tipping and littering offences in Middlesbrough have seen two men hit with hefty court fines. 

Penalties totalling more than £4,000 have been handed out for similar offences in recent weeks, and Council chiefs have pledged to continue the crackdown.

In the first case, Teesside Magistrates heard how a report of fly-tipping in the alley behind the town’s Roman Road was made by a member of the public last September.

Waste including wood, MDF and plastic and a large fridge freezer were caught on CCTV being dumped illegally by the tenant of a nearby flat, Mariwan Hamad.

Mr Hamad subsequently failed to attend interviews on the matter, and was this week (September 16) convicted in his absence of an offence under the Environment Act.

The 38-year-old was fined £660 with a victim surcharge of £264 and ordered to pay costs of £665.25, making a total of £1,589.25

In the second case dealt with this week, Magistrates heard how a complaint was made after ten bags of household waste were left next to a Council bin on Castle Way, Middlesbrough in February.

Correspondence found in the dumped waste led Council environmental neighbourhood safety wardens to the Bamburgh Court address of Jordan Owens who admitted an offence of littering, claiming his bin had not been collected.

When the 22-year-old failed to pay a fixed penalty notice, he was convicted in his absence of a littering offence under the Environmental Protection Act and fined £400 with a victim surcharge of £160 and ordered to pay costs of £661.50, making a combined total of £1,221.50.

Welcoming the convictions, Councillor Ian Blades, Middlesbrough Council’s Executive member for Neighbourhoods, said: “Fly-tipping and littering are lazy, antisocial and utterly unnecessary.

“These cases are a timely reminder that those who think they’re above the law or can take shortcuts are liable to end up out of pocket and with a criminal record.

“Our officers will pursue those responsible relentlessly on behalf of law-abiding members of the community.

“I’m also enormously grateful to the public whose invaluable help and support is helping us stamp out this blight on our neighbourhoods.”

Residents can also book online to dispose of large items at the Household Waste and Recycling Centre at Haverton Hill.

There is no charge for residents but fees apply for businesses.
